Troy Ostler was born and raised in the Uintah Basin.  He served an LDS mission in Argentina and attended Brigham Young University where he received his Bachelors’ degree in Civil Engineering.  While attending BYU, he met and married Nancy Sawtelle.  He and his wife Nancy have three children and six grandchildren who all live in Vernal, Utah.  He enjoys spending time in the areas around Vernal and loves to golf.
Troy returned to the Vernal after graduating from BYU and has been involved in the Civil Engineering business locally since 1977.  In the year 2000 he and Nancy started CIVCO Engineering, Inc., which is located in Vernal and serves a diverse clientele.
Troy began his community service in his teen age years as boy’s baseball umpire and has stayed involved in the community throughout his life.  He served on the Uintah County Republican Central Committee and as precinct chairman for many years. Troy is currently serving as the Chairman for the Uintah County Planning Commission, where he has served for the past 10 years.  He has always felt a responsibility to give back to the community.  He and Nancy have been able to contribute back through CIVCO Engineering, Inc. by being a contributor to many local events and fund raisers.  A few of these events and organizations are:
Trees for Charity, Vernal Holly Days, Vernal Chamber of Commerce, Summer Passport Program, Daggett County Chamber of Commerce, Uintah High School Athletic Teams, Uintah Basin Christian Academy, White House Academy, Uintah Basin Medical Center Fund Raiser, Rotary Club, Local and State Food Pantry, Uintah Basin Water Conference,  And many more....
Troy has also been active in pursuing grant funding for the local communities for improvement to roads, trails and other infrastructure throughout his Engineering career.  He has been instrumental in the development of the Seep Ridge Road Improvements, Aggie Blvd and Main Street around the USU Vernal campus and many more local improvement projects around Basin.
During this last year, Troy has assisted in obtaining more than $11,000,000 in grant funding for projects benefitting local communities in the Uinta Basin.
Troy and his family look forward to many more years associating with, and serving the people in the Basin.
The Public Relations Committee of the Vernal Area Chamber of Commerce is very pleased to present the Quarterly Outstanding Public Service Award to Troy Ostler.
